Billy Gene Phillips was born in 1933 in Frisco to Oliver Eugene and Mary Ellen Dawson Phillips. He graduated from Frisco High School in 1952, along with his wife Oma Lee Bolin Phillips.
He served the community in numerous capacities including as a member of the Frisco ISD Board of Trustees from 1970 to 1985 and on the Frisco Fire Department for 25 years, 13 as fire chief. Those endeavors extended to helping to organize and start the Collin County Fireman’s Association and the North Texas Fire and Rescue Organization.
He also chaired the Homecoming Committee in 1971 and served on the Frisco Youth Center Board for 11 years. Helping youth in other ways, he served as assistant scoutmaster and chaired the area United Fund campaign. He was appointed to the Housing Authority Board and also served one year of an unexpired term on the City Council. His passion for the community and the impacts he made resonate to this day.
